The cooling-off register

When a House employee leaves, a period set by law runs before they may lobby the body they served. The Clerk of the House publishes who left which office, when, and the date each becomes eligible.

Why this is empty — the cooling-off register — whether we looked and found nothing, or have not collected it yet.
